The subject of this book is the sordid ―Story of an Epic Water Dispute between Punjab and Haryana‖. The author Mr. R.K. Garg, an eminent irrigation engineer of Haryana, had the unique opportunity of being intimately associated with the minute details and background of this water dispute between the two principal constituents of the erstwhile state of Punjab, for number of years. He has comprehensively encapsuled the genesis of the unfortunate river water dispute, right from the Indus Waters Treaty of 1960 to the present impasse and its non-resolution, in spite of the repeated adjudication and pronouncements of the Supreme Court of India and an Inter State Waters Tribunal, the Ravi and Beas Waters Tribunal, as well as various political settlements and agreements at the highest level. Some disputes have a learning and implications which go well beyond the mere facts of the particular dispute and have larger far reaching implications encompassing a scarce national resource, the basic tenets of cooperative federalism, issues of Constitutional governance, the majesty and preponderance of the Rule of Law, faith in public institutions, public expenditure, and a solemn commitment to uphold the Constitution on the part of those who have taken the oath of office to bear true faith and allegiance to the Constitution of India, as well as the criterion for and the implications of reorganization of States. This unique dispute offers a learning on almost all these aspects to scholars, subject matter specialists, political commentators, and those directly involved in the governance of this great country.
